As part of the Universal Periodic Review (UPR) at the United Nations Human Rights Council, Italy’s human rights record is under scrutiny. From 20–31 January 2025 in Geneva, stakeholders will address Italy’s progress and challenges in meeting its international obligations. Among the key areas for improvement is the alignment of Italy’s weapons export framework with its commitments under the Arms Trade Treaty (ATT). 

Arms Exports and Human Rights Concerns. 

Italy’s current arms export practices raise concerns about compliance with international human rights obligations. Global Rights Compliance (GRC) emphasises that failure to integrate robust human rights impact assessments into its arms export control mechanisms could result in significant human rights violations. These include facilitating or contributing to violence, particularly sexual and gender-based violence against women. 

GRC urges Italy to: 

Implement comprehensive human rights impact assessments in arms export controls; and  

Strengthen measures to prevent arms transfers that could lead to violations, aligning its practices with  obligations within the Arms Trade Treaty. 

Additional Recommendations and Stakeholder Concerns 

In addition  the UPR stakeholder summary from  the Office of the High Commissioner for Human Rights (OHCHR) highlights several other areas for improvement: 

Equality and Non-Discrimination: Calls for action against systemic racism and gender inequality. 

Right to Health and Education: Ensuring vulnerable populations, including migrants and refugees, have equitable access. 

Protection of Minorities: Strengthening legal frameworks for Indigenous Peoples and LGBTQI+ communities. 

A Critical Opportunity for Reform 

The UPR provides Italy with a pivotal moment to address these gaps and reaffirm its commitment to human rights. Aligning its arms trade policies with the ATT not only strengthens Italy’s global standing but also ensures that its actions do not inadvertently fuel human rights abuses.
